MUNICIPAL BOARD
July 14, 2020
A regular meeting of the Municipal Water and Sewer Board of the Village of Lowville was held on July 14, 2020. The meeting was called to order at 6:00 PM by Mr. Joseph Zehr.

Approval of Minutes:
Motion by Mr. Comet, seconded by Mrs. Duflo to approve the minutes of the June 9, 2020 regular meeting. All in favor.
Public Comment:
§ None.
Correspondence:
§ Town of Martinsburg – re: Request for Village to credit Town of Martinsburg all or part of the difference of May 2020 billing and previous average billings, as the May 2020 billing included a spike in charges for water usage because of a leak.
Motion by Mr. Kraeger, seconded by Mrs. Duflo to deny request by the Town of Martinsburg for a credit of charges to water bill for the May 2020 billing. All in favor.
Old Business:
§ Watson Water Service Agreements:
· The draft amended service agreement was presented to the Town of Watson at their last meeting for their review. There has been no update received from Atty. Russell.
§ WWTP Upgrade:
· Phase II: – No update.
§ Village Water Filtration System:
§ Groundwater Development Project:
· Well Development Bid: – Supt. Denise reported that two bids were received. There was a very large discrepancy between the bid amounts. GYMO and the Village will be checking on the low bidder’s references before a bid award is made.
· US EPA Administrative Order: – The second quarter update reporting has been mailed to the EPA and the DOH. Once again, testing results were very low with no violations.
· Property Owner Proposal – Water Supply Investigation: – No Update.
§ Waters Road Solar Farm Project:
· Supt. Denise reported that the solar company stated that they had increased the spacing between the solar arrays to be a minimum of 65’ in all areas to account for the original 50’ deeded easement plus an additional 7.5’ offset on either side and are requesting that the Village allow them to continue with the easement of 50’, plus this additional offset. Supt. Denise recommended to the Board that there be an additional clause to the Village requirements stating that in the case of any leak or repair to any utility line, the Village would not incur any liability for any damage to the solar arrays.
Motion by Mr. Widrick, seconded by Mr. Comet to approve of additional Village condition to solar project as listed above. All in favor.
§ Kraft – Water Usage Surcharge:
· There was discussion by the Board concerning the high usage of water by Kraft during the past couple of months. They will research the possibility of imposing a surcharge or fee for days that Kraft would exceed a certain gpd limit of water.
