MUNICIPAL BOARD

August 11, 2020

 

A regular meeting of the Municipal Water and Sewer Board of the Village of Lowville was held on August 11, 2020. The meeting was called to order at 6:00 PM by Mr. Joseph Zehr.

 

Municipal Board Members: Joseph Zehr Donald Kraeger

Approval of Minutes:

 

Motion by Mrs. Duflo, seconded by Mr. Kraeger to approve the minutes of the July 14, 2020 regular meeting. All in favor.

 

Public Comment:

 

§ None.

§ None.

 

Old Business:

§ Watson Water Service Agreements:

· Per Watson’s attorney, the Town was agreeable to the drafted agreements except for District #4. As District #4 is to be included in Watson’s overall infrastructure upgrade project, the Town asks that the District #4 agreement include an opt-out opportunity upon the completion of their project with providing a 90 days’ notice. They are also requesting for the waiving of the penalty provision which would require the town to pay 90% of the balance of the three-year contract. Watson expects that their project will be completed and operating in early August 2021.

 

Motion by Mrs. Duflo, seconded by Mr. Comet to recommend the drafting and approval of Watson’s District #4 agreement to include provisions as listed above. All in favor.

 

§ WWTP Upgrade:

· Phase II: – No update.

 

§ Village Water Filtration System:

 

§ Groundwater Development Project:

· Supt. Denise reported that contractor Frey Well Drilling has been awarded the bid for the development of the wells. The access road to the well sites has been completed and the well landing area has been prepared for the drilling by Village employees.

§ Property Owner Proposal – Water Supply Investigation:

· Mr. Zehr reported that the property owners are still interested in entering into an agreement with the Village. Arrangements may be made for Jay Billings (NGI) to look at proposed property area of interest when he is in the area for the well development project work.

 

New Business:

§ Kraft Surcharges:

§ June 2020 – $6,750.

 

Motion by Mr. Comet, seconded by Mrs. Duflo to approve of Kraft surcharges in amount of $6,750 upon confirmation of surcharge amounts. All in favor.

§ Watson District Agreements.

§ Groundwater Well Development project.

§ Next Meeting – September 8th.
