MUNICIPAL BOARD

September 8, 2020

 

A regular meeting of the Municipal Water and Sewer Board of the Village of Lowville was held on September 8, 2020. The meeting was called to order at 6:00 PM by Mr. Joseph Zehr.

 

Municipal Board Members: Joseph Zehr Donald Kraeger Mike Comet

 

Others Present: Paul Denise Pamela Roes Henry Avallone

 

Approval of Minutes:

 

Motion by Mr. Kraeger, seconded by Mr. Comet to approve the minutes of the August 11, 2020 regular meeting. All in favor.

§ None.

§ None.

 

Old Business:

§ Watson Water Service Agreements:

· The Board of Trustees authorized the Mayor to sign all Watson district agreements. Atty. Russell drafted amended agreements for District #3 and District #4 per Watson’s request for an opt-out provision of 90-days’ notice and for the penalty provisions to be waived. All district agreements have been printed and provided to the Town of Watson for their September Board meeting.

 

§ WWTP Upgrade:

· Phase II: – GYMO has requested that a committee be formed to review all details for this project. The committee will be comprised of a couple of Municipal Board members, Supt. Denise, Colin Fayle and a couple of Board of Trustees members. This committee may be visiting other wastewater treatment plants that have a sodium hypochlorite generation system. This type of system may be considered as part of the Phase II project to address the disinfection requirements.

 

§ Village Water Filtration System:

 

§ Groundwater Development Project:

· Frey Well Drilling is supposed to set up and begin drilling this week. The Village has completed all the prep work for the landing area.

 

§ Property Owner Proposal – Water Supply Investigation:

· Supt. Denise reported that Jay Billings (NGI) plans to stay in the area while the well drilling is taking place so he should be available during that time to visit and check out the property in question.

 

New Business:

§ Kraft Surcharges:

§ July 2020 – $8,750.

 

Motion by Mr. Comet, seconded by Mr. Kraeger to approve of Kraft surcharges in amount of $8,750 for the month of July 2020. All in favor.

 

§ Town of Lowville Application for Water Service:

 

§ Application was received for new service at property located at 7424 East Road and presented to the Board for their information.

§ Property investigation (Jay Billings)

§ Phase II
