MUNICIPAL BOARD

October 13, 2020

A regular meeting of the Municipal Water and Sewer Board of the Village of Lowville was held on October 13, 2020. The meeting was called to order at 6:00 PM by Mr. Joseph Zehr.

Approval of Minutes:

Motion by Mr. Comet, seconded by Mr. Kraeger to approve the minutes of the September 8th, 2020 regular meeting. All in favor.

Old Business:

§ WWTP Upgrade:

· Phase II: – GYMO is preparing to submit paperwork to the Planning Board on October 28th for a site plan approval for the WWTP Phase II upgrades. They are also working with Atty. Russell in looking into getting an exemption from the site plan approval process due to the project being for the Village and located inside Village limits. Jeff Tubolino will be organizing a visit with members of the Phase II committee to view other wastewater treatment plants that have a sodium hypochlorite generation system.

§ Village Water Filtration System:

§ Groundwater Development Project:

· Frey Well Drilling is scheduled to be here next week for the completion of the wells. It is expected to take a couple of weeks.

§ Property Owner Proposal – Water Supply Investigation:

· Mr. Zehr reported that Jay Billings (NGI) did look over the property in question and Mr. Billings felt it was very promising. Mr. Billings will be preparing an estimate for test wells. The committee that was previously formed for negotiation on the property will make plans to meet with the property owners again. Mr. Billings is still working towards an approval from NYSDEC to draw more water from the Village watershed.

New Business:

§ Kraft Surcharges:

§ August 2020 – $1,750.

§ September 2020 – $500

Motion by Mrs. Duflo, seconded by Mr. Kraeger to approve of Kraft surcharges as listed above. All in favor.

§ Town of Lowville Application for Water Service:

§ Application was received for new service at property located at 6123 Fox Path, Lowville and presented to the Board for their information.

§ Sewer Rate Increases

Motion by Mrs. Duflo, seconded by Mr. Comet to increase the rate per gallon for all septic system waste carriers that dump at the WWTP to $0.05 per gallon. All in favor.

Motion by Mrs. Duflo, seconded by Mr. Comet to begin billing Lewis County Solid Waste/Recycling $0.05 per gallon for the wastewater discharged at the Village WWTP. All in favor.

Motion by Mr. Kraeger, seconded by Mrs. Duflo to recommend to the Board of Trustees a 5% increase in sewer rates for the May 2021 billing period. All in favor.
