MUNICIPAL BOARD
November 10, 2020
A regular meeting of the Municipal Water and Sewer Board of the Village of Lowville was held on November 10, 2020. The meeting was called to order at 6:00 PM by Mr. Joseph Zehr.

Approval of Minutes:
Motion by Mrs. Duflo, seconded by Mr. Comet to approve the minutes of the October 13th, 2020 regular meeting. All in favor.
Public Comment:
§ None.
Correspondence:
§ Town of Watson – re: Notification of Village of Lowville property to be charged for one EDU (Equivalent Dwelling Unit) for debt service for the Town of Watson Water Project.
Old Business:
§ WWTP Upgrade:
· Phase II: – A meeting was held today with GYMO representatives to go over the WWTP upgrades in the Phase II project. A group of Village and GYMO representatives traveled to Cortland to view their WWTP’s disinfection system which is a sodium hypochlorite generation system. This is the type of system that the Village will plan to install at the WWTP dependent upon NYSDEC approval.
§ Village Water Filtration System:
§ Groundwater Development Project:
· Mr. Zehr reported that it is possible that NYSDOH may approve taking the PALL unit offline once the new wells are operational. There will be a 72-hour test conducted next week to look at the flow from the wells.
§ Property Owner Proposal – Water Supply Investigation:
· An estimate for installation of test wells has been received from Jay Billings for funding purposes. Mr. Billings is continuing to work towards an approval from NYSDEC to draw more water from the Village watershed property. Supt. Denise reported that Mr. Billings also feels there are areas of current village owned property that may be very promising for the possibility of additional water sources. The committee meeting with the property owners will be put on hold at this time to let the Village reevaluate finances. Mayor Beagle will notify the property owners.
§ WWTP Septic Hauler Charges:
§ Supt. Denise presented for the Boards review, the sample notifications that will be mailed to the septic haulers and to the County Solid Waste Dept. informing them of their new rates. The Board approved the drafts.
New Business:
§ Water Usage by Contractor:
§ Supt. Denise reported that he was contacted by a Trinity Ave. property owner in the Village who said that Highlander Construction used her outside water spigot during street construction, and she is requesting a reduction in her water bill. Supt. Denise will contact the contractor.
§ Updated Financial Session:
§ Kevin Bamann, GYMO, gave a presentation of Water and Sewer financial scenarios with costs of capital projects, projected debts, projected revenues and projections of rates. Jeffrey Smith, Municipal Solutions, was contacted by phone and gave an update to the Board on the funding status of the Five Streets project, the Groundwater Development project and the WWTP Phase II project.
