MUNICIPAL BOARD

December 8, 2020

 

A regular meeting of the Municipal Water and Sewer Board of the Village of Lowville was held on December 8, 2020. The meeting was called to order at 6:00 PM by Mr. Joseph Zehr.

Approval of Minutes:

 

Motion by Mrs. Duflo, seconded by Mr. Widrick to approve the minutes of the November 10th, 2020 regular meeting. All in favor.

 

Public Comment:

 

§ None.

 

Correspondence:

 

§ (Email) Erik Hirschey (North Country Forestry Services) – re: Mr. Hirschey suggested that the Village may want to contract with Lyndaker Logging to have right-of-way cut for utility corridor for new wells. Supt. Denise reported that the area has not been surveyed, possibly this can be done in the spring.

 

§ Town of Lowville (Supervisor Schell) – Consolidated Water District #1. The Town proposes to increase the per unit rate from $1.00 to $1.50 per unit for water services in the Sunset Avenue/Hillcrest Circle area which are now provided water through the Town’s Consolidated District #1. This proposal is a result of the EPA order forcing the Town to install a $1.3 million filtration system. The original agreement between Town and Village allows for periodic review of the terms.

 

Motion by Mr. Comet, seconded by Mrs. Duflo to invite Mr. Schell to the next Municipal Board meeting to explain rationale behind the amount of increase of rate. All in favor.

 

Old Business:

 

§ WWTP Upgrade:

 

· Phase II: – No update.

 

§ Village Water Filtration System:

 

§ Groundwater Development Project:

· Charts were presented to Board members documenting results of the 72-hour pumping tests of the two wells. Test results showed a good volume of water. Supt. Denise reported that Jay Billings had been looking at different sites at the watershed to find other areas of possible groundwater. Mr. Billings will pursue working with NY State agencies to see about increasing the permitted allowance of water to be drawn from watershed.

§ Property Owner Proposal – Water Supply Investigation:

· Mr. Zehr reported that Mayor Beagle has informed the property owners that everything is on hold as the village evaluates finances for the current projects.

 

New Business:

 

§ Kraft Surcharges:

§ October 2020 – $3,000

 

Motion by Mrs. Duflo, seconded by Mr. Kraeger to accept Kraft surcharges in the amount of $3,000 for the month of October. All in favor.

 

Follow-ups:

 

§ Town of Lowville – attend next meeting.

§ Next Meeting – January 12th.
