MUNICIPAL BOARD

January 12, 2021

 

A regular meeting of the Municipal Water and Sewer Board of the Village of Lowville was held on January 12, 2021. The meeting was called to order at 6:00 PM by Mr. Joseph Zehr.

Approval of Minutes:

 

Motion by Mrs. Duflo, seconded by Mr. Kraeger to approve the minutes of the December 8th, 2020 regular meeting. All in favor.

Old Business:

 

§ WWTP Upgrade:

 

§ Phase II: – Mr. Zehr reported that core borings had been done. Email from Kevin Bamann, GYMO, states that submission to EFC/DEC is expected to happen soon.

 

§ Village Water Filtration System:

 

§ Groundwater Development Project:

· The new wells are 100% finished. As reported by email from Kevin Bamann, the initial survey for the next phase is being completed. The engineers requested that a committee be formed to meet to go over what they would like to be included at the Water Filtration Plant for the next phase of the project. Mr. Zehr, Mr. Kraeger and the Water Filtration Plant operator will be on this committee. A meeting will be set up for the end of January or the beginning of February.

§ Property Owner Proposal – Water Supply Investigation:

 

· No update.

 

§ 2019 Timber Sale:

 

· The timber harvesting has been completed. A map was presented showing inspected timber sale areas.

 

§ IMA – Sunset Ave/Hillcrest Circle – Rate Increase Request:

· Mr. Schell gave explanation and information regarding the Town’s Administrative Order which is requiring them to undergo their $1.5M water project, which includes a $600,000 loan. Mr. Schell stated that this debt and the increase of maintenance costs has required the increase in rates to the users. The Town had previously proposed to the Village an increase from $1.00 to $1.50 per unit for the Sunset Ave. area Village customers that are receiving water through the Town’s Consolidated Water District # 1. It was determined that a committee will be formed for negotiation of this issue.

New Business:

 

§ Kraft Surcharges:

§ November 2020 – $3,250

 

Motion by Mr. Comet, seconded by Mrs. Duflo to accept Kraft surcharges in the amount of $3,250 for the month of November. All in favor.

 

Follow-ups:

 

§ IMA Sunset Ave – Committee Negotiation.

§ Groundwater Committee – Meet with Engineers

§ Next Meeting – February 9th.
