MUNICIPAL BOARD
March 9, 2021
A regular meeting of the Municipal Water and Sewer Board of the Village of Lowville was held on March 9, 2021. The meeting was called to order at 6:00 PM by Mr. Joseph Zehr.

Approval of Minutes:
Motion by Mr. Comet, seconded by Mrs. Duflo to approve the minutes of the February 9th, 2021 regular meeting. All in favor.
Public Comment:
§ None.
Correspondence:
§ Prentiss & Carlisle – re: Notification of Woodlot Management Services that they can provide. The Village does not plan to do any timber harvesting in the next couple of years.
Old Business:
§ WWTP Upgrade:
§ Phase II: – GYMO has received comments from NYSDEC, none of which appear major. GYMO will be addressing DEC’s comments and re-submit plans. NYSEFC has contacted the Village regarding the funding and additional paperwork that is needed.
§ Correspondence: NYS Dept. Of Environmental Conservation – re: Information regarding the proposed upgrades to the WWTP which will require bypassing around each lagoon while the synthetic liner is installed.
§ Village Water Filtration System:
§ Groundwater Development Project:
§ Supt. Denise reported that most of the tree clearing for a pipeline corridor was performed today and is expected to be finished tomorrow. Jay Billings has finalized the report on the wells, and it has been sent to NYSDOH for their review. Supt. Denise will check with Jay Billings on the process to formally request from NYSDEC an increase of permitted water allocation from the watershed.
§ Property Owner Proposal – Water Supply Investigation:
§ No update. On hold upon determination of necessity.
§ IMA – Sunset Ave/Hillcrest Circle – Rate Increase Request:
§ The Board had requested to know what the rest of the Town’s Consolidated Water District #1 customers rate increase is expected to be. Information received from the Town states that they will need to raise their benefit assessment by an approximate 50% for their District 1 customers. The Town had previously proposed to the Village an increase from $1.00 to $1.50 per unit for the Village’s Sunset Ave. area customers who are receiving water through the Town’s Consolidated Water District # 1.
Motion by Mrs. Duflo, seconded by Mr. Zehr to recommend revision of Intermunicipal Agreement with the Town of Lowville in regard to Consolidated District #1 as listed above. All in favor.
New Business:
§ Kraft Surcharges:
§ January 2021 – $2,500
Motion by Mr. Comet, seconded by Mr. Widrick to approve Kraft surcharges in the amount of $2,500 for the month of January. All in favor.
Follow-ups:
§ Phase II – Funding application – NYSDEC review.
§ Groundwater – NYSDEC application (water withdrawal permit)
§ Next Meeting – April 13th.
