MUNICIPAL BOARD

June 8, 2021

 

A regular meeting of the Municipal Water and Sewer Board of the Village of Lowville was held on June 8, 2021. The meeting was called to order at 6:00 PM by Mr. Joseph Zehr.

Approval of Minutes:

 

Motion by Mrs. Duflo, seconded by Mr. Kraeger to approve the minutes of the May 11th, 2021 regular meeting. All in favor.

Old Business:

 

§ Phase II WWTP Upgrade:

 

§ Supt. Denise reported that the bid opening is now scheduled for this Thursday. It is expected that bids will come in high. If this is the case, the project may be re-bid this fall. Mayor Beagle reported that DANC stated that they are able to receive 300 tons of sludge per day. He has also sent a letter to the County asking for a waiver on the County’s surcharge for solid waste disposal for this project.

§ Groundwater Well Development Project:

§ A letter was sent to NYSEFC to request an extension on the WIIA grant for six months to December 31, 2021 with the explanation that NYSDOH changed the original design plan to accommodate the treatment of the groundwater separately from the current surface water treatment. Mr. Zehr reported that Jay Billings is planning to have the application submitted to NYSDEC by the end of the month for an increase in permitted water that could be drawn from the watershed. When this project is sent out to bid there will be separate pricing for ductile and HDPE piping. The treatment building will be located farther up the road from Youngs Pond.

§ Shady Avenue Sewer Issue:

§ Supt. Denise reported that NYSDEC had been contacted along with Lewis County Codes office regarding the discharging of sewage water to the ground by use of a sump pump. NYSDEC can only fine the property owner. After sending a letter and inspecting the property, Codes Officer Dailey has given the property owners 30 days to correct the problem. It is believed that sewage water is continuing to be accumulating and is being discharged from the basement.

§ New Bremen Water Issue:

§ The Village has not heard anything further concerning this water pressure issue, It is believed that the issue has been resolved.

New Business:

 

§ Kraft Surcharge:

§ April – $5,000

§ May – $4,500

Motion by Mrs. Duflo, seconded by Mr. Kraeger to approve the Kraft surcharges as listed above. All in favor.

§ Town of Lowville Water Application:

§ An application for a new construction project on Route 26 was received from the Town and presented to the Board for their information. There was no opposition.
