MUNICIPAL BOARD

July 13, 2021

A regular meeting of the Municipal Water and Sewer Board of the Village of Lowville was held on July 13, 2021. The meeting was called to order at 6:00 PM by Mr. Joseph Zehr.

Municipal Board Members: Joseph Zehr Donald Kraeger Dorothy Duflo Mike Comet Tom Widrick Alternate: Michael Brotherton

Approval of Minutes:

Motion by Mr. Comet, seconded by Mr. Kraeger to approve the minutes of the June 8th, 2021 regular meeting. All in favor.

§ None.

Old Business:

§ Phase II WWTP Upgrade:

§ Phase II bid results were presented to the Board. Successful bidders were North Country Contractors LLC for General construction, SC Spencer Electric Inc for Electrical Construction and ENI Mechanical Inc for Mechanical Construction. The Lagoon Construction contract will be re-bid in August for work to be completed during 2022.

§ Supt. Denise reported that the County has agreed to waive their surcharge fee on the waste disposal that will be needed for the de-sludging of the lagoons.

§ Another WQIP grant application will be submitted for the disinfection portion of the Phase II project.

§ Groundwater Well Development Project:

§ The location for the well water treatment building has been decided on. There will be a bigger diameter pipe installed than was originally specified.

§ An updated project estimate was presented to the Board with the cost now estimated at $5,700,000. An amended bond resolution will need to be approved by the Board of Trustees.

§ There was no update on the status of Jay Billing’s submission to NYSDEC for an increase in permitted water that can be drawn from the watershed.

§ Shady Avenue Sewer Issue:

§ Supt. Denise reported that the Shady Ave. sewage water issue has been resolved.

New Business:

§ Town of Lowville Meter Reading System:

§ Mr. Widrick reported that the Town is investigating possible installation of a new radio / wireless meter reading system. He asked if the Board would have any objections to the Town installing new meters in Village residences serviced through the Town’s Consolidated District.

Motion by Mrs. Duflo, seconded by Mr. Comet to recommend Village approval of proposal listed above. All in favor with Mr. Widrick abstaining from the vote.
