VILLAGE OF LOWVILLE

MUNICIPAL BOARD

August 10, 2021

A regular meeting of the Municipal Water and Sewer Board of the Village of Lowville was held on August 10, 2021. The meeting was called to order at 6:00 PM by Mr. Joseph Zehr.

Municipal Board Members: Joseph Zehr Donald Kraeger Dorothy Duflo Mike Comet Tom Widrick

Others Present: Paul Denise Pamela Roes Joseph Beagle Chuck Terrillion

Approval of Minutes:

Motion by Mr. Comet, seconded by Mr. Kraeger to approve the minutes of the July 13th,, 2021 regular meeting. All in favor.

Public Comment:

§ None.

Correspondence:

§ NYSDEC – re: Notification of Whole Effluent Toxicity (WET) testing results. No additional WET testing is required until 2025.

Old Business:

§ Phase II WWTP Upgrade:

§ Supt. Denise reported that the contracts for North Country Contractors LLC (General construction) and SC Spencer Electric Inc (Electrical Construction) have been awarded. ENI Mechanical Inc (Mechanical Construction) have pulled their bid from the project, so it is planned that the Mechanical Construction contract will be re-bid with the Lagoon Construction contract by the end of this month.

§ A pre-construction meeting has been scheduled for next Wednesday morning.

§ Groundwater Well Development Project:

§ Approval was received from the Town of New Bremen Planning Board for the project.

§ Mayor Beagle reported that Municipal Solutions have submitted an Empire State Development Grant application for the project in the amount of $1,500,000. Awards are usually announced in December.

New Business:

§ Kraft Surcharges:

§ June 2021 – $0

§ Central Lewis County Regional Water Study:

§ Discussion was held by the Board regarding incorrect information presented to the Lewis County Board of Legislators by the engineering firm that conducted the study.

§ WWTP Phase II update.

§ Groundwater update.

§ Groundwater – Jay Billings (DEC Application)

§ Next Meeting – August 10th.
