MUNICIPAL BOARD

September 14, 2021

 

A regular meeting of the Municipal Water and Sewer Board of the Village of Lowville was held on September 14, 2021. The meeting was called to order at 6:00 PM by Mr. Joseph Zehr.

Approval of Minutes:

 

Motion by Mr. Comet, seconded by Mr. Kraeger to approve the minutes of the August 10, 2021, regular meeting. All in favor.

Old Business:

 

§ Phase II WWTP Upgrade:

 

§ Supt. Denise reported that the rebid results for Phase II sewer project for 1A Lagoon Construction are America Process Group, Inc. and ENI Mechanical Inc. for the mechanical rebid.

 

Motion by Mrs. Duflo, seconded by Mr. Comet to recommend the Board of Trustees accept the bids as presented. All in favor.

 

§ Supt. Denise reported that most of the work will be started in 2022. With a few items being started later this year.

§ Groundwater Well Development Project:

§ Northeast Geoscience, Inc. completed a water resource study and it was recommended that the Village request 2.4 MGD from the Department of Health.

 

Motion by Mr. Kraeger, seconded by Mr. Comet to recommend the Village Board request GYMO, PC, to complete the application requesting 2.4 MGD of usage from the Department of Health. All in favor.

 

§ By recommendation of Department of Health a water surcharge was implemented. Industrial users have a base of 1.1 MGD. If the weekly average water consumption exceeds the following amounts, the following surcharges shall apply: over 900,000 gallons the surcharge shall be $5000. If the daily water consumption exceeds the following amounts, the surcharge shall be: 1,100,000 GPD – surcharge is $1000.00, 1,200,00 GPD – surcharge is $1500.00 and 1,300,000 GPD – surcharge is $2000.00. The Village will notify the industrial account holders when the tank recedes to a level of 10 feet. Also, if the 3 million gallon tank is at 6 feet the Village of Lowville will reduce flow to the industrial account holders. This Board would like this to be implemented by November 1, 2021.

Motion by Mr. Kraeger, seconded by Mrs. Duflo to recommend the Village Board implement the water surcharge schedule. All in favor.

§ Town of Lowville

· A water connection application was received for 6113 Fox Path.

 

Motion by Mr. Kraeger, seconded by Mr. Comet to approve the request for water service. All in favor.

 

§ Water tank

§ Supt. Denise reported that 3 of the 4 beds at the Water Filtration Plant have been cleaned. The last will be cleaned this weekend. All 4 beds and the Pall unit are working at full capacity and the conserve water has been upgraded to a water watch as the tank is being filled nicely.

 

§ Church St.

§ Supt. Denise reported a resident on Church St. was having water issues in their basement. Supt. Denise discovered a neighbor installed a catch basin without Village approval, leading to the problem. The Board recommended the Superintendent notify the neighbor they have two options. 1. Remove the storm water pipe from the manhole and relocate it into the storm system. 2. Pay for a plumber to install a new sanitary sewer line for the resident. Supt. Denise will contact the neighbor with their options.
