MUNICIPAL BOARD

May 9, 2023

 

A regular meeting of the Municipal Water and Sewer Board of the Village of Lowville was held on May 9, 2023. The meeting was called to order at 6:00 PM by Mr. Joseph Zehr.

Approval of Minutes:

Motion by Mr. Kraeger, seconded by Mr. Widrick to approve the minutes of the April 11, 2023 regular meeting with the correction of deleting DOH from the GYMO upgrades section. All in favor.

GYMO, PC UPGRADES:

· WWTP – Mr. Bamann explained that GYMO recommends the sewer project phase II needs to be split into phase III. Due to the amount of sludge removed from lagoon 1and the additional cost of removing the sludge the Village would need to apply for more grant funding to complete phase III. It was estimated only 2500 dry tons of sludge was in each lagoon prior to desludging. There were 11,500 dry tons of sludge removed from lagoon 1. Questions were asked concerning how the 2500 dry tons estimate was received. Phase III would consist of desludging lagoon 2 and reconstruction of the road between both lagoons. APG would not be able to start the desludging process until sometime in August and they would not suggest starting the project that late in the season. APG’s sludge measurement in lagoon 2 is approximately 5000 to 6500 dry tons with 8000 dry tons being worst case scenario. Mr. Bamann stated if there is a possible leak from lagoon 2 the Village would have to figure out a different timeline for phase III.

 

· WTP – Mr. Bamann reported that Manfred Construction is waiting for S.C. Spencer to return and finish the electrical portion of the project. Mr. Bamann stated S.C. Spencer will return in July and hopes to start up the wells in September.

 

New Business:

§ Kraft Sewer Charges:

§ March 2023 – $500

Motion by Mr. Widrick, seconded by Mr. Comet to accept the March sewer surcharges as presented. All in favor.

 

§ Kraft Water Charges:

§ APR 2023 – $0

 

§ Lewis County Ag. Society

The current contract and water usage will be presented at the next meeting for the board to review.
