MUNICIPAL BOARD

June 13, 2023

A regular meeting of the Municipal Water and Sewer Board of the Village of Lowville was held on June 13, 2023. The meeting was called to order at 6:00 PM by Mr. Joseph Zehr.

Approval of Minutes:

Motion by Mr. Kraeger, seconded by Mr. Comet to approve the minutes of the May 9, 2023, regular meeting. All in favor.

Old Business:

GYMO, PC UPGRADES:

· WWTP – Mr. Cervini presented an update on the potential phase 3 portion of the sewer project. The land use permit for sludge removal was not recommended by DEC. The DEC office did say the Village does have other options that will be discussed at another time. Mr. Cervini stated GYMO believes lagoon 2 has a possible leak and his suggestion is to get the process started as soon as possible to avoid a bigger problem. Mr. Denise reported that the Village DPW will widen the road on the side of lagoon 2, which will strengthen that side wall as well.

Motion by Mr. Zehr, seconded by Mr. Tabolt to recommend to the Board of Trustees to authorize GYMO, PC to check on additional funding before proceeding with further work. All in favor.

· WTP – Mr. Cervini stated the project is nearing completion. S.C. Spencer will complete the electricity to power the wells.

KRAFT:

§ Mr. Denise updated the Board about the meeting with Kraft. The Village will be installing a RAFA 600 controller to help with water monitoring. Kraft will also have access to the system as well.

Ag. Society:

§ The Ag. Society’s water contracts are expiring soon. The Board discussed the billing process vs. the usage. The Board is to review the contracts and revisit the contracts at the next meeting.

New Business:

§ Kraft Sewer Charges:

§ March 2023 – $0

§ Kraft Water Charges:

§ APR 2023 – $5000

Motion by Mr. Widrick, seconded by Mr. Comet to approve the water surcharges as listed. All in favor.
